The Presidential Advisor on Investment and Empowerment Dr Paul Tungwarara joined ZANU-PF supporters in Mutare, Manicaland Province, yesterday to celebrate the enactment of Constitutional Amendment No. 3 (CA3), describing the legislation as a reflection of the will of the Zimbabwean people.
The celebrations followed the signing of the Constitutional Amendment Bill into law by President Emmerson Mnangagwa, marking what supporters say is a significant milestone in the country’s legislative and development agenda.
Speaking during the celebrations, Dr Tungwarara said the amendment demonstrates the government’s commitment to listening to citizens through public consultations held across the country.
“This legislation stands as a true testament that the voice of the people is the voice of God. Citizens from all provinces united to shape this bill, and President Mnangagwa has deeply respected our collective wishes.”
Dr Tungwarara stated that the enactment of CA3 would help position Zimbabwe as a competitive destination for investment and economic growth.
“Under CA3, Zimbabwe is poised to become a premier economic hub, creating a developmental template that many countries in the region will undoubtedly emulate.”
He said the celebrations were not only about the passage of the constitutional amendment but also about recognising Zimbabwe’s sovereignty and the resilience of its people.
“Today, we are celebrating our national sovereignty and unwavering resilience.”
The Presidential Advisor added that the implementation of government policies under President Mnangagwa’s leadership continues to move the country closer to achieving Vision 2030, which seeks to transform Zimbabwe into an upper-middle-income economy.
“Vision 2030 is becoming a reality.”
The event drew ZANU-PF supporters from across Manicaland Province, who gathered to commemorate the signing of Constitutional Amendment No. 3 and reaffirm their support for the government’s development agenda.
