Under the by-laws, residents are restricted to keeping no more than two dogs on properties measuring less than 2,000 square meters. For larger properties, the limit is set at four dogs. The council emphasizes that these rules are designed to maintain manageable living conditions for pets and minimize disruptions to neighbors.
The by-laws also prohibit breeding dogs or keeping unspayed female dogs unless the owner is a licensed breeder. This measure aims to curb irresponsible breeding practices and reduce the population of stray dogs in the city.
In addition, the regulations require dog owners to ensure their properties are secure to prevent dogs from roaming freely beyond property boundaries. Allowing dogs to wander without restraint is a violation of the law and poses safety risks to the public and the animals themselves.
The City further reminds residents that cruel or unnecessary confinement of dogs, such as prolonged tying up or confinement in small spaces, is a punishable offence under the Prevention of Cruelty to Animals Act.
