The Zimbabwe Broadcasting Corporation (ZBC) has defended proposed amendments to the Broadcasting Services Act, which would require motorists to purchase car radio licences before obtaining vehicle insurance and registration, The Herald reports.

Speaking at a joint meeting of the Parliamentary Portfolio Committees on Information, Publicity and Broadcasting Services, and Transport and Infrastructural Development on Monday, February 3, ZBC’s head of licensing, Wisdom Samanyai, said the changes aim to enhance law enforcement.

Samanyai explained that some motorists intentionally avoid paying for radio licences by claiming they have removed their radios. He stressed that the new rule is necessary to ensure compliance with the Broadcasting Services Act. Under the proposed system, the Zimbabwe National Road Administration (ZINARA) will collect the fees.

ZINARA CEO Nkosinathi Ncube expressed the organization’s readiness to implement the law once enacted. He reaffirmed ZINARA’s commitment to supporting government policies while ensuring the new requirement does not interfere with its primary role of funding road construction and maintenance.

Ncube also revealed that 70% of vehicles in Zimbabwe—around 800,000—are already compliant with licensing and insurance payments. The proposed amendments are still under debate in the National Assembly.
