Advocate Abbey Dlavane, the former municipal manager of the Dr. Kenneth Kaunda District Municipality, has been handed a five-year prison sentence by the Klerksdorp Magistrates’ Court.
The 61-year-old was found guilty of theft as well as violating Section 173 of the Municipal Finance Management Act (MFMA).
While he received a five-year sentence for theft, the court also imposed a three-year sentence for the MFMA offence, which has been fully suspended for a period of five years.

The offences took place between January 2009 and March 2020, during Dlavane’s time in office.
According to court proceedings, he instructed the municipality’s credit controller to issue a check worth R550,000 to Kumekucha Investment, a company he solely owned, despite no services being rendered in return.
The ruling marks a significant step in holding public officials accountable for financial misconduct and abuse of municipal resources.
