Zimbabwe’s traffic police have implemented a new initiative by deploying body-worn cameras across the country to combat corruption at roadblocks and enhance accountability. The move comes as part of efforts to maintain order during the busy festive season, which sees an increase in road traffic incidents, including drunken driving and speeding.
The compact cameras, resembling small action cameras, will record interactions between police officers and motorists. These devices are being distributed to every province, with training already in progress for officers. This comes at a critical time when traffic violations often spike, contributing to the approximately 2,000 road deaths reported annually in Zimbabwe. Police are expected to intensify the use of breathalyzers and speed traps during this period to curb unsafe driving behaviors.
The introduction of these cameras could lead to a reduction in spot fines, which are often associated with corruption. The presence of a recording device may deter officers from soliciting bribes and can discourage motorists from offering them. Evidence from countries like South Africa indicates that the use of body-worn cameras can reduce misconduct complaints by up to 50%, while also minimizing false accusations due to the recorded evidence of each interaction.
Concerns remain regarding the security of the footage and measures to prevent tampering. Questions arise about whether the recorded data will be stored securely and made available for public scrutiny. These issues will need addressing as the program develops, to ensure transparency and build public confidence in law enforcement practices.
The Zimbabwe Republic Police (ZRP) has stated that the distribution of the cameras will be determined by commanders, a decision that could result in uneven coverage across the country. Urban areas like Harare may receive priority in equipment allocation, potentially leaving rural stations without access. This approach could lead to inconsistencies in deployment and enforcement.
