The State of Qatar convened a high-level trilateral meeting on March 18, 2025, aimed at addressing the escalating tensions in the Eastern Democratic Republic of the Congo (DRC). The summit, held in Doha, brought together His Highness Sheikh Tamim bin Hamad Al Thani, Emir of Qatar; His Excellency President Paul Kagame of Rwanda; and His Excellency President Félix Tshisekedi Tshilombo of the DRC. This diplomatic engagement underscores Qatar’s growing role as a mediator in African peace efforts.

Discussions centered on the progress made through the Luanda and Nairobi peace initiatives, as well as the recent EAC-SADC summit in Tanzania. The leaders reaffirmed their commitment to an immediate and unconditional ceasefire, reinforcing prior agreements. Recognizing the need for sustained dialogue, they agreed to continue discussions in Doha to establish a concrete foundation for lasting peace, integrating elements of the Luanda/Nairobi peace process.

Amidst ongoing instability in the region, the meeting in Doha signals a renewed push for diplomatic solutions to the persistent conflict in the Eastern DRC. By hosting these crucial negotiations, Qatar strengthens its role as a global peace broker, fostering collaboration between African nations and international stakeholders. The involvement of Rwanda and the DRC in this dialogue is particularly critical given their complex geopolitical tensions and historical disputes.

Both President Kagame and President Tshisekedi expressed gratitude to Qatar for its hospitality and proactive engagement in the peace process.
